People's Republic of China Export Controls Overview - IIEI-350

Course Description: This six-week online course provides an introduction to China's Export Control regulations after a general review of the legal system in the People's Republic of China (P.R.C). The regulatory agency roles of various P.R.C. government bodies and the interdepartmental controls, policies and processes used are reviewed as they impact export compliance. The broader global export regulatory environments in which the P.R.C. rules and regulations exist are also a topic of discussion.

This is the first in a series of courses that in total prepare individuals to sit for the Certified P.R.C Export Compliance Officer certification.

  • To gain an understanding of the P.R.C.’s inter-departmental export controls

P.R.C Regulatory Organizations

  • To know the various P.R.C regulatory organizations

P.R.C Government’s commitment to export controls narrowly defined to Policy declarations/issues (not implementation issues)

  • Transfer of nuclear
  • Chemical
  • Missile components and technologies
  • To understand that the P.R.C export controls are narrowly defined policy declarations

Existing Multilateral Export Control Regimens

  • To know the multilateral export control regimens in which the P.R.C is a signator

Nuclear Nonproliferation Treaty (TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS)

  • To know the PRCs stance on the treaty on the non-proliferation of nuclear weapons

Wassenaar Arrangement

  • To understand the P.R.C.’s general position on the Wassenaar Arrangement

UN 1540

  • To know the United Nation resolution 1540’s position with respect to the P.R.C.

WTO

  • To understand how the P.R.C.s membership in the WTO is partially dependent on the P.R.C.’s stance on export controls

Australia Group

  • To know the PRC's general views on the Australia Group doctrine

Implementing Export Control Regulations

  • To understand the challenges the P.R.C faces in implementing its export control regulations
