Dual-Use Export Compliance - IIEI-314
Course Description: This three-week course explores the topic of dual-use commodities licensing of US exports and related concerns and issues. With the knowledge gained in this course, students will be able to identify, critically evaluate and assess potential dual-usage items within the export compliance arena to determine the proper licensing procedures.
Prerequisite: IIEI-307, Understanding the Export Administration Regulations (EAR) and IIEI-306, Understanding the International Traffic in Arms Regulations (ITAR).
Course Credit: 1.5 Credit Hours
Major Course Topics & Course Outcomes
As a result of the group and individual activities included in this course, the student will acquire the following knowledge and skills that can be applied to the workplace:
Dual-Use Defined
- To differentiate between single-use and dual-use exports
- To know the section of the EAR and the ITAR that deal with “dual-use.”
Commodity Jurisdiction (CJ)
- To demonstrate an understanding of how to write up a commodity jurisdiction determination request.
- To understand the CJ. process.
Commerce’s Operating Committee (OC) Purpose
- To comprehend the role of the OC in determining licensing jurisdiction.
Due-Diligence
- To know the requirements to meet the letter and spirit of the law with respect o due-diligence related to CJs.
Dual-Use Problems
- To demonstrate knowledge and appreciation for the challenges of managing dual use items.
Determining Dual-Use
- To be able assess the usage of an item in an effort to determine its possible or potential dual use.
- To understand how a single-use item could have dual use properties.
Monitoring and Control of Dual Use
- To be able to establish processes to monitor and control CJ and dual-use determination.
- To assess the actions of individuals in the compliance workplace as they relate to dual-use trade compliance.
