Commerce License Exceptions - IIEI-309

Course Description: This six-week course provides an in-depth exploration and detailed understanding of the use of the US Department of Commerce’s Commerce Control List (CCL), Country Chart and Country Groups as needed by the practicing export control professional in determining license requirements and exceptions. With the knowledge gained in this course, students will be able to identify, critically evaluate and assess potential license exceptions based on the current CCL requirements and restrictions.

Prerequisite: Understanding the EAR (IIEI-307) or instructor approval.

Course Credit: 3 Credit Hours

Major Course Topics & Course Outcomes

As a result of the group and individual activities included in this course, the student will acquire the following knowledge and skills that can be applied to the workplace:

Commerce Control List (CCL)

  • To understand the purpose, scope and use of the CCL
  • To know how to the CCL is organized
  • To demonstrate an understanding of how to navigate the CCL
  • To know the entities that make decisions regarding addition/removal to the CCL

Export Control Classification Numbers (ECCN’s)

  • To understand ECCN structure     
  • To know how to read an ECCN listing 
  • To know how to classify items according to the CCL, ECCN and paragraph reference

Reasons for Control

  • To understand of the symbols for the Reasons for Control and how they are used

Commerce Control Chart

  • To be able to understand and use the Commerce Control Chart

Definition of Terms

  • To know the terminology used by Commerce
License Exceptions
  • To be able to determine if an item is eligible for a License Exception
  • To demonstrate knowledge of how to make a decision to use a License Exception 

Country Groups

  • To be able to locate countries by groupings

Destination Restrictions

  • To know the requirements to meet the letter and spirit of the law with respect to destination restrictions.

Reporting Requirements for License Exceptions

  • To know the reporting required under the EAR for license exceptions.  

Record Keeping

  • To demonstrate the ability to keep adequate records of the exceptions made using the CCL.

License Exception Problems and Solutions

  • To be able to assess potential problems and determine solutions
