Export Administration Regulations - IIEI-307
Course Description: This six-week, advanced technical course examines the current U.S. Department of Commerce Bureau of Export Administration's Export Administration Regulations (EAR) from the perspective of the practicing professional who needs to know, understand and use this knowledge on a regular basis. Special focus is placed on building a strong understanding of all BIS regulations to ensure that all goods entering and exiting the United States do so in accordance with all applicable U.S. laws and regulations.
Prerequisite: One year relevant industry experience, or IIEI-201 Exporting/ Importing Environment course are recommended but not required. A background specifically in export compliance is highly recommended.
Course Credit: 3 Credit Hours

The Role of the Bureau of Industry and Security (BIS)
- To have an understanding of the duties and responsibilities of the BIS and its legal authority.
The Scope of the Export Administration Regulations (EAR)
- To gain appreciation and understanding of scope of activities the EAR.
The EAR Control Lists
- To possess a working knowledge of the various EAR control lists.
EAR License Exceptions
- To know the exceptions to BIS license requirements
EAR Special Reporting Requirements
- To possess a working knowledge of the various EAR special reporting requirements set forth by the BIS.
Embargoes and Special Controls
- To know the general underlying reasons for BIS embargoes and special controls used for enforcement.
EAR License Application Processing & Issuance
- To understand the application process for shipments that require an EAR license.
EAR Export Clearance Requirements
- To understand the EAR clearance requirements and procedures
Restrictive Trade Practices & Boycotts
- To know the common trade restrictive practices.
EAR Record keeping
- To have an working knowledge of all forms used by the BIS in maintaining compliance with the EAR
EAR Terms & Definitions
- To know the common terms used in the BIS to communicate and enforce EAR policy.
