Understanding the ITAR
International Traffic in Arms Regulations- IIEI-306

Course Description: This six-week, online course is intended for industry professionals who work with ITAR related issues on a regular basis. This course reviews the intricacies of compliance and mitigating factors with ITAR regulations (22 C.F.R 120-130) as administered by the Directorate of Defense Trade Controls. Three main areas form the central focus of this applied, practical course: Defense Services, Technical Data and Reducing Personal / Business Liability Issues.

Prerequisite: One-year industry experience strongly suggested but not required.

Course Credit: 3 Credit Hours

Major Course Topics & Course Outcomes

As a result of the group and individual activities included in this course, the student will acquire the following knowledge and skills that can be applied to the workplace:

Introduction, Overview of ITAR
  • To understand the history, purpose and reasons why ITAR exists.
  • To form a basic understanding of how ITAR regulations are organized and enforced internationally.

  • To appreciate how and why ITAR was created
Export Control Concepts
  • To understand the full range of concepts and issues regulated by ITAR.
Industry Responsibility and national security
  • To gain an appreciation of the responsibilities and knowledge requirements of the export compliance officer

Government Agency Roles

(State Department, Commerce Department, Office of Foreign Asset Control and other significant departments and agencies: Treasury, Customs, FDA.)

  • To understand the roles of the various government departments and agencies.
ITAR Sections 120- 130, Focus: Defense & national security, Dangerous drugs, Endangered Plans, Radioactive materials.
  • To posses a working understanding of the ITAR regulations.
Compliance Issues, including Dual use Items
  • To be able to identify dual use items.
  • To gain an appreciation of the issues related to ITAR compliance.
ITAR Amendments staying current with rulings and government policies.
  • To know how to remain current with ITAR amendments and rulings.
Researching ITAR topics Federal Register Usage, Resources: web
  • To understand how to research ITAR issues using WEB resources and the Federal Register.
ITAR paperwork
  • Applying for an export license
  • Filings: process-- exceptions, rules, regulations, involved parties.
  • To posses a working knowledge of the forms and paperwork required to maintain ITAR compliance.
Personal and business liability issues and practices.
  • To understand how to minimize both company and personal liability with respect to ITAR compliance.
  • Real-life scenarios of compliance related situations.
  • To gain an appreciation for the real-life problems related to ITAR compliance.
