Importing: Duties and Regulations - IIEI-140

Course Description: The focus of this six-week, online course is to provide a practical in-depth examination of the classification, valuation and documentation required for importing goods into the United States. Specific emphasis is placed on understanding the classification of goods using Harmonized Tariff Schedule of the United States. Other topics include absolute and tariff-rate quotes, entry process, protests, record keeping and documentation, embargo enforcement implications and other regulations.

As a result of the group and individual activities included in this course, the student will acquire the following knowledge and skills that can be applied to the workplace:

Customs Regulations of the U.S.

• Develop a working knowledge of the customs regulation.

U.S. Customs Service

• The responsibility of the U.S. Customs Service in regulating the flow of goods into the United States.

Harmonized Tariff Schedule

• Learn the harmonized numbering system used to classify goods.
• Understanding of the General Rules of Interpretation.
• Knowledge and understanding of the Harmonized Tariff Schedule.

Tariff Quotas

• How and why quotas are established. The ability to determine if a quota has been set for a particular good.

Goods Entry Process

• The need for an Entry Process for receiving the flow of goods into a country.

Protest Procedures

• How to redress problems that occur in the processing of importing goods into the United States.

Embargo Implications

• Problems caused when regulations are not adhered to.

Organization of Customs Regulations

• Navigate the U.S. Customs Service regulations.

Free Trade Agreements

• Understanding of special provisions under various U.S. Free Trade Agreements.
