Export Compliance Specialist – Windsor Locks, CT

The Export Compliance Specialist will manage all aspects of export compliance surrounding Hamilton Sundstrand procurement and operations, including managing compliance with the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR).

Review business practices and draft/improve export compliance procedures and develop instructional guidelines for impacted personnel. Particular emphasis on handling controlled technical data in an environment with foreign nationals.

Work with personnel to determine ITAR vs. EAR jurisdiction and to determine appropriate export classification (USML Category or ECCN) for both hardware and technology. Prepare and manage classification matrix (database) and instruct personnel on the licensing ramifications of the classifications.

Conduct export compliance training to impacted personnel and answer day-to-day export compliance questions. Monitor export regulations and business activities to determine export compliance procedure and licensing impact.

Prepare Commodity Jurisdiction and Commerce Classification requests, export licenses, Technical Assistance Agreements (TAA) or other export authorization requests as required. Liaise with other personnel to ensure proper authorizations are in place to support business activities, ensure that licenses and TAA approvals match business requirements.

Instruct personnel on managing export under TAA’s, including instructions and guidelines on technical data marking, reporting and other administrative requirements.

Organize and/or support periodic export compliance reviews and audits. Investigate and draft voluntary disclosures as may be required.

Coordinate and liaise with Hamilton Sundstrand and United Technologies Inc. Import/Export support Departments as required.
 
Education

Bachelor’s degree preferred. 

Experience/Qualifications

Substantial experience with ITAR and EAR regulations, including jurisdiction analysis and ECCN classification, preferably as applied in a corporate setting.

Experience in drafting, reviewing and managing export licenses and TAA’s, and managing controlled technical data in a complex and fast moving setting with multiple international partners and foreign nationals.

Good interpersonal, communication and presentation skills.
