Title: International Customs Compliance Analyst
Location: Topeka, KS (residence options available in Topeka, Lawrence and Kansas City)
Reports to: Director, Global Customs

Located in Topeka Kansas our headquarters is a short drive or flight to any part of the country and provides our executives with multiple communities in which to reside including Topeka, Lawrence or Kansas City.
Summary of Position: The primary focus of the position is to ensure the company’s global importations and exportations are conducted in accordance with the rules and regulatory requirements of Customs and other applicable governmental agencies in the affected country (ies).
Responsibilities:
- Perform compliance reviews for 11 offshore entities
- Manage the automated commercial documentation creation system to ensure it provides timely, accurate and compliant documentation.
- Partner with IT and third party software vendor to identify issues, research enhancement opportunities and implement system solutions.
- Coordinate US exports and International country imports with applicable parties (International brokers, Global Logistics, Third Party Vendors, Finance, and Legal etc.) to ensure proper commercial documentation is included and shipment is in compliance with International import and US export regulations.
- Use product descriptions, technical data and line reviews to determine the Harmonized Tariff Schedule (HTS) codes for International imports and Export Control Classification Numbers (ECCN) for exports. Update classification database systems with HTS and related product information.
- Assist in developing policies and operating procedures for all aspects of export compliance. Provide support for recordkeeping required for regulatory compliance
- Continually, develop, implement and manage a Global Customs compliance program to insure import/export operations are conducted in accordance with Global Customs regulatory guidelines.
- Design and implement Global Customs external audit program and reengineer and implement Global internal Customs audit protocol. Identify key opportunities for process improvements and implement solutions to eliminate identified compliance deficiencies.
- Maintain Global Customs import and export policy and procedures manuals.
- Manage internal/external business partners to insure current, comprehensive Customs compliance policies/procedures are in place that align to Payless compliance guidelines.
- Manage import/export records to insure compliance with government regulations.
- Monitor Global Customs regulatory changes, communicate as applicable, and revise compliance policies and practices in accordance with changing legal framework and business models.
- Develop and direct Global Customs compliance training and education sessions for Global Customs staff, internal associates and external vendors.
Qualifications:
- Minimum 2-4 years experience in Customs and trade administrative experience.
- Bachelors Degree in International Trade, Finance, Accounting or other related field.
- Proficiency in Spanish
- Ability to meet or exceed deadlines, prioritize, multi-task and maintain flexibility in fast-paced, changing environment
- Intermediate user skills with Excel and Word.
- Strong interpersonal and communication skills, with the ability to conduct training sessions and present customs related material.
- Experience using the Harmonized Tariff Schedule (HTS) to classify product
- United States or International Customs Experience is preferred
