TFC Americas has an exciting opportunity for an International Traffic in Arms Regulations (ITAR) Export Manager in our Stafford, TX location.
The ITAR Export Manager will manage and administer the International Traffic in Arms aspects of the Trade Compliance organization. The primary responsibilities of this position will include, but are not limited to, the following:
RESPONSIBILITIES:
- Serve as ITAR Empowered Official.
- Determine requirements of exporting and importing dual-use and defense articles and services under International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), U.S. Customs regulations, and other trade regulations.
- Establish, implement, update and maintain the ITAR compliance program and related policies and procedures.
- Ensure that policies and procedures are incorporated into local work instructions, and that registration with the Directorate of Defense Trade Controls is properly maintained.
- Determine the classification of goods in accordance with the US Munitions List, Commerce Control List, and Harmonized Tariff Schedule of the United States.
- Provide guidance on ITAR regulatory requirements.
- Prepare and monitor the status of license applications, Technical Assistance Agreements, Commodity Jurisdictions, Classification Requests, and other requests for approval to the Office of Defense Trade Controls, U.S. Dept. of State; the Bureau of Industry and Security, U.S. Department of Commerce, the Office of Foreign Assets Controls, and the U.S. Department of the Treasury.
- Monitor shipments against export licenses.
- Conduct ITAR training annually and ensure that training records are properly maintained.
- Conduct annual self-assessments to identify gaps.
- Conduct regular testing of procedures to ensure compliance. Develop and maintain metrics to measure compliance performance.
Job Requirements:
- Bachelor’s Degree in related field.
- Minimum five (5) years of directly related experience in import/export compliance management.
- Extensive experience in processing ITAR export licenses, Technical Assistance Agreements, and other ITAR authorizations, as well as in identifying areas of trade compliance risk and compliance audits and investigations management.
- Experience in the selection and use of license exceptions, and development, implementation, and management of a compliance program, including training, policies, guidelines and procedures. Some domestic travel is required.
