Overview:
Come be a part of the next generation of wireless communications. MSV is wireless everywhere. We are seeking world class team members to support the development of a revolutionary, integrated mobile satellite communication system comprising a satellite and a terrestrial component. This system will allow regular, consumer cell phones to talk directly to new geosynchronous satellites that will push the state of the art of both satellite and terrestrial wireless technology.

The Export and Compliance Manager is responsible for continued development, extension, growth and maintenance of the MSV Export Compliance Program and education and assistance to MSV persons involved in receiving exports or initiating exports; particular emphasis on ITAR expertise for the requirements in the MSV satellite program and Commerce expertise (EAR) for the requirements of MSVs development and sales initiatives. Responsibility as well for other compliance activities, including other areas of trade regulation.
Responsibilities:
* Responsible for continued development, extension, growth and maintenance of MSVs Compliance programs, in particular in the area of US export and trade regulation laws, including ensuring the Company's business activities are in compliance with US export regulations as well as any applicable foreign export requirements
* Ongoing education of, and continuous contact with, key business unit managers responsible for export-controlled programs and all employees to ensure exports are conducted within the required U.S. regulatory framework, applicable license restrictions, and compliant with Company policy
* Review and work with counsel on US Export Licenses, TTCPs and related documentation (TAAs, DSP 5s, DSP 83s, BIS711 etc.)
* Facilitate, through proactive management, all technical data exports of the satellite procurement team
* Familiarity with all TAA licenses of the company, and appropriate communication to Program Managers and employees, as well as administrative support for meetings and export reporting obligations under such licenses
* Audit individual Programs for compliance to the specific TAAs and/or license requirements
* Responsible for implementing and maintaining a software program to facilitate export compliance
* Act as a primary point of contact/liaison between MSV and the US Department of State, and US Department of Commerce and bear responsibility for maintaining the company's licenses, renewals, permits, fees etc.
* Act as first point of contact for internal and external export questions or issues
* Assist in determining any international export regulations required by the business in its international efforts;
* Assist the legal group with other compliance functions on a company wide basis
Qualifications:
* Post secondary education in related discipline or equivalent and a minimum of five (5) years related experience
* In-house experience in a technologically advanced, export based business/start-up environment (commercial and government) a significant plus; additional experience with regulators a plus.
* Significant ITAR/state department experience
* Experience with Commerce Department export rules, as well as related trade regulations (including US embargo laws)
* Technical training or satellite specific job experience (to assist with terminology and assisting in distinguishing technical data)
* U.S. specific export training
* Other export training is an asset
* Ability to understand complex technical concepts, and to provide requisite training and drafting in plain and understandable English to educate others and ensure compliance
* Ability to marry together understanding of technical with legal requirements, between two groups (engineers and outside counsel) who often communicate in different languages
* Attention to detail, while blending technical with legal concepts
* Ability to communicate to/with engineers and range of skills from sales, marketing, legal, etc.
* For most positions, candidates must meet eligibility requirements for ITAR (International Traffic in Arms Regulation) Programs.
