CCI is currently seeking qualified applicants for the position of Global Import Export Compliance Manager to be located in our Orange County headquarters. This position will report strong line to the CCI VP Global Supply Chain and dotted line to the VP General Council.
KEY RESPONSIBILITIES:
- Responsible for managing the Import Export compliance process to ensure implementation of all aspects of CCI's compliance policy.
- Responsible for ensuring appropriate classification of all CCI products and technology, analyzing license requirements and exceptions, applying for licenses and keeping appropriate records regarding all export transactions.
- Responsible for developing and delivering seminars in all disciplines relating primarily to export and import transactions.
- In addition, the candidate will assist in conducting audits and compliance reviews.
- Detailed knowledge and experience with complex areas of Customs appraisement methodology, US and other countries.
- Able to conduct complex financial analysis related to Customs valuation.
- Knowledge of transfer pricing and other tax matters as they overlap with Custom valuation.
- Experience developing internal controls and documented procedures related to trade compliance.
- Working knowledge of import processes including broker operations, broker management, reconciliation, post entry adjustments, responding to custom inquires, etc.
- Experience and ability to perform inter-auditing related to import and export compliance according to the standards of the respective government agencies.
- Ensure company compliance with Control Components, Inc. Export Controls and Economic Sanctions Compliance Guidelines.
- Ensure proper export classification of all CCI products and technology.
- Review country matrix and license exceptions to determine licensing requirements. Apply for licenses, when required.
- Keep accurate and complete records relating to export compliance for all products and technology classified under the Commerce Control List or controlled by the NRC or DOE.
- Regularly report to the General Counsel and VP Global Supply Chain on import/export compliance.
- Ensure screening of restricted parties and resolve possible matches.
- Identify and report any potential boycott requests.
- Assist in the representation of the Company before regulatory agencies, as needed.
- Conduct internal export compliance assessments.
- Conduct targeted import and export seminars for various employee groups.
- Assist in updating corporate compliance manuals.
- Assist with various corporate special projects, as needed.
- Stay abreast of regulatory developments and provide advice and information to CCI’s General Counsel on these developments.
QUALIFICATIONS:
- Licensed Custom Broker
- Certified Customs Specialist from NCBFAA (National Custom Brokers and Freight forwarders Association of America).
- Certified Export Specialist from NCBFAA.
- Working knowledge of working trade program requirements world-wide, especially NAFTA.
- Our minimum requirements are 5 years of hands-on experience in export compliance, licensing documentation and procedures. Experience with product export classification required. Experience with technology export classification strongly preferred.
- The candidate must have a working knowledge of the EAR and sanctioned country regulations. A working knowledge of NRC regulations would also be beneficial.
- Experience with Harmonized Tariff Schedule classification.
- Proven experience of operating / influencing at a senior level.
- Proven experience of leading a major ERP implementation and ability to demonstrate the successful outcome of the task.
- Experience in Project based manufacturing for a minimum of 5 years would be a plus.
- MBA would be a plus.
