Position: Director of Export and GSA Compliance
Location: Lexington, KY
Purpose/Summary:
Work closely with the VP, Operations and AUCA Legal on the development, implementation and continuous improvement of Galls Export Compliance Policy. Also, work closely with Sales VP and Sales Director to ensure GSA Contract Compliance. Leverage the executive support and sponsorship provided by the CFO. Responsible for day-to-day operations of the Export Compliance and GSA Contract Compliance functions to include enforcing Galls Export Compliance Policy and Galls GSA Contract Agreements, recordkeeping, internal reviews, and communication of any changes therein. Supervise, coach and develop Export Compliance staff and GSA Compliance staff. Ensure that all documentation and product information requirements are met and maintained in accordance with US Government regulations and Galls procedures and policies.
Essential Functions (Areas of Responsibility/Accountability):
- Develop, implement and direct Galls Export Compliance & GSA Compliance policies, programs and processes.
- Work with AUCA Legal, proper government agencies and third party vendors to administer compliance policies and processes for complete and accurate export order processing inclusive of screening obligations, export license processing, shipping documentation submittals, record keeping and internal process monitoring.
- Ensure consistent & documented training takes place for employees and customers on Galls Export Compliance Policy.
- Direct the item categorization/classification and documentation process relating to commerce and state commodity codes, schedule B codes and country of origin status.
- Support Export Compliance Supervisor to ensure day-to-day operations of export compliance staff maintain compliance with regulatory obligations including export order processing and facilitation of international shipments.
- Work with sales leadership, AUCA legal and third party vendor to ensure Galls’ GSA Contract compliance. Develop and maintain a knowledge base of GSA requirements.
- Establish framework for GSA Contract compliance program and develop and execute an audit program to ensure compliance.
- Develop, administer and document training for employees on Galls GSA Compliance Policy. Work with the Training department to implement ongoing training programs for staff.
- Lead COO Audit Team to ensure Galls is and stays COO compliant in accordance with FAR 52.225-5 Trade Agreements.
- Support and guide GSA Administrator to ensure Galls is compliant with GSA Contracts terms and conditions.
- Develop management reports, recordkeeping guidelines, and other procedural data to insure operational processes fully support compliance in both GSA Contract and Export Control requirements.
- Maintain cooperative working relationships throughout Galls and AUCA to lead effective compliance processes. Coach, counsel and develop leadership and staff to insure all are fully accountable for compliance processes and results. Maintain the integrity of compliance programs at all times.
Qualifications (Experience/Knowledge/Skills/Systems or Applications):
- 5 – 10 years experience with any/all of the following: Project Management, GSA Contract Compliance, Export Control Compliance, Process Improvement and Audit Experience.
- Authority on EAR and ITAR.
- Thorough knowledge of export/import practices, policies, procedures, regulations and laws.
- Detailed knowledge of compliance requirements for Export and GSA.
- Ability to provide vision and direction; work in high-pressure environment.
- Proven leadership experience with supervisory/managerial experience.
- Ability to develop and motivate teams and model cress-functional teamwork.
- 2 – 4 years experience in training or communication desired.
- Oracle, Word, Excel Access, PowerPoint.
Educational Requirements:
- Minimum of Bachelor’s Degree
