Education:  Requires BS/BA in Business, Finance or related field.  Advanced degree is highly desired.  NCMA certification is a plus.

Requirements: 

• Must have experience in proposal preparation, risk identification and negotiation.  Educated practical usage of Federal Acquisition Regulations/DFAR/Cost Accounting Standards/ITAR
• Requires 3 or more years of government contract experience
• Working knowledge of government terms and conditions on fixed price and cost plus fixed fee projects
• Must be technically capable to understand,  lead and prepare/present proposals including scope of work, terms and conditions and pricing
• Must have demonstrated strong negotiating skills on complex projects
• Must have demonstrated ability to present self and data in an accurate and professional manner
• Must be able to find solutions to streamline the contracting/proposal processes in an alpha contracting environment

Position description:

1. Timely review and interpretation of Government terms and conditions and special contracting issues for government contracts in an alpha contracting environment
2. Lead the preparation and negotiation of alpha contracting proposals including terms, schedule and pricing to meet or exceed company objectives
3. Identify contractual risk and company liability
4. Maintain organized records, logs and documentation
5. Effectively and diplomatically interface with PM MAS, ARDEC and ASC-Rock Island to solve issues relating to new processes and procedures.
6. Interface with program management, operations, engineering, finance and quality personnel
7. Train engineers, Cost Account Managers and Implementation Managers on documenting Changes to existing scope, alpha contracting processes.
