Job Opening: Export Compliance Manager
Location: Chicago or Philadelphia
A global distributor of scientific and laboratory products is seeking candidates for their Export Compliance Manager position. This function reports to the General Counsel, with dotted line reporting on import / export compliance matters to the VP of Global Export.
This function is responsible for:
• Instituting and managing an efficient and effective Corporate Export Compliance Program.
• Maintaining a working knowledge of the applicable trade regulations. Note: A minimum of 5 – 8 years of experience with the following regulations is expected of all candidates to be considered for this position: EAR, FTSR, FACR, ITAR ; US Customs Regulations as they pertain to exports; and EU Dual Use Export Control Regulations.
• Providing a management-level interface with all corporate entities and functions to provide guidance on current and future export regulatory requirements as they relate to corporate business plans and future products.
• Interfacing with the General Counsel regarding current and pending compliance regulation initiatives and legislation that may affect company business and serving as the “First-responder” to inquiries from any governmental agency with regard to export issues, including coordinating, as appropriate, with outside counsel.
• Supervising, managing and maintaining the Export Compliance Organization and providing day-to-day export compliance support for corporate export activities.
• Developing an annual action plan specifying the objectives of the Export Compliance Function and producing, reviewing, analyzing and publishing export compliance process measurements.
• Develop export compliance assessment guidelines and audit checklists to ensure adherence to corporate compliance policies and procedures.
• Managing a process to ensure export transaction screening, including procedures related to compliance with Restrictive Trade Practices (boycott regulations).
• Ensuring the proper jurisdiction determination and classification of all products, equipment, software and technology, including maintaining a Product Classification Matrix or Database.
• Managing and maintaining programs/systems for: Internal Audit/Assessment; Export Compliance Training; Export Compliance Recordkeeping; and transactions requiring management review.
• Coordinating and preparing all export license applications and classification requests, including license utilization/maintenance and closure.
• Interfacing with freight forwarders, brokers and other export compliance-related third-party service providers to ensure compliance with procedures.
